Commodity Specialist II

 

Our dynamic Supply Chain Management organization is seeking a highly organized, hardworking and self-motivated Commodity Specialist II to support a thriving and growing procurement organization. The ideal candidate will have existing procurement experience in the Aerospace & Defense (A&D) industry in a manufacturing or Research & Development (R&D) environment. The candidate will have working knowledge of FAR, DFAR and/or NASA procurement regulations, price analysis and target pricing techniques. We are looking for a candidate with superb time management, multi-tasking abilities and good organizational skills. The candidate will need to demonstrate excellent communication and customer service skills.

 

What You’ll Do:

 

  • Manager all activities of supply chain including procurement of standard and moderately complex material orders to support the company plan at optimum cost, quality and delivery.
  • Issue POs to suppliers for commodities with and without contract pricing.
  • May be required to support PCARD procurements.
  • Examine purchase requirements and shortages, obtain quotations, examine bids to negotiate best prices.
  • Responsible for multi-sourcing to reduce cost and supply risk for critical commodities with a single source.
  • Provide purchasing and expediting support to the company for critical material shortages
  • Manage expedites across commodities and suppliers.
  • Review open orders for critical parts on a regular basis to avoid last minute expedite
  • Coordinate supplier representation forms with the external supply base.
  • Manage purchase order commitment reconciliation within the required purchase order systems.
  • Maintain accurate lead times for assigned commodities and report purchase order supplier commitment due dates and due date changes to the company.
  • Lead and attend program and supplier meetings as required.
  • Comply with Federal Acquisition Regulations (FAR/DFAR), ensures adherence to requirements and advises management and compliance organization on needed actions.
  • Comply with department Work Instructions, Processes and Policies.
  • Create and verify Non-Disclosure Agreements with suppliers as required.
  • Manage managing incoming insurance certifications from suppliers.
  • Process electronic shippers to support the shipment of hardware to suppliers as required.
  • Manage invoice issues and discrepancies to support company EVA goals.
  • Manage RMA and Return to Vendor requirements.
  • Work with engineers and suppliers for Part Change Notification and End of Life purchases.
  • Work with internal and external customers to obtain data needed for analysis and validate data for accuracy.
  • Work with key manufacturers/distributors to identify and eliminate waste in the supply chain.
  • Support strategic tasks for strategic sourcing teams.
  • Responsible for participation with supplier scorecard data collection.
  • May mentor new employees.
  • Contribute to team efforts by accomplishing related results as needed.
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Support Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.

What You’ll Need:

 

  • BS/BA in a related field plus 2 or more years related experience.
  • Each higher-level degree, i.e., Master’s Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
  • Working knowledge of Fixed Price and basic Cost / T&M contract types.

The Master Scheduler is responsible for Sales, Inventory & Operations Planning (SI&OP) administration in conjunction with the Materials Manager. This position develops and implements production build and material forecasting strategies and tactics via Planning Bills of Material (BOM), Manufacturing BOM, Kanban, safety stock and other means to support Manufacturing Operations and meet customer demand while carrying minimum effective inventory. This position will lead monthly meetings with Manufacturing Operations, Supply Chain, Product Management and Finance to establish and measure production and inventory targets by month for a rolling twelve month period. The Master Scheduler is responsible for the day-to-day management and maintenance of the MPS as it relates to forecasted and sales order demand, production inventory changes and capacity, and coordinating build plans and execution with Planning.

Working proactively with Sales Operations, New Product Introduction teams, Manufacturing Operations and Supply Chain to mitigate and manage constraints is an important function of this position as is publishing key performance indicators (KPI's) and providing analysis and analytics to the leadership team to guide the performance of the business.

Additional responsibilities may include the creation and publication of material clear production schedules and key material shortages and capacity constraints in conjunction with planning.

Manager – Program Supply Chain Lead

 

The Program Supply Chain Management I (PSCM) (aka: Material Program Manager, Program SC Manager) is a strong leader with demonstrated project management skills coupled with a breadth of Supply Chain experience. The Program Supply Chain Manager I will be responsible for developing and executing supply chain strategies and plans in support of proposals and/or awarded programs. The PSCM will serve as the liaison between the Program Manager, functional support organizations (i.e. engineering, finance, contracts) and the Supply Chain organization, will enable communications across all these parties and will advise the SC and Program leadership on status of material strategies and plans throughout the capture, proposal and program lifecycle. The PSCM will serve as the single point of contact to SC and Program management, overseeing all SC activities needed to meet program requirements, and ensuring a strong link within and between the various Supply Chain functions required to execute a successful program. This role is new to Ball Aerospace and represents an exciting opportunity to effect firsthand the advancement of the supply chain from a tactical to strategic partner on a portfolio of critical new business efforts. This position will be a key part of the Supply Chain Business Unit Support Team, led by the Supply Chain Business Area Manager / Director.

 

What You’ll Do:

 

  • Develop and lead supply chain proposal activities including task descriptions, basis of estimates, coordination of subcontractor SOWs / RFPs and facilitation of material pricing for one or more low-moderate complexity programs, pursuits or capital expenditure projects.
  • Must be able to effectively partner with engineering to develop accurate and executable Bill of Materials (BOM’s) from the technical baseline within a few days of proposal kick off, control changes in the BOM during the proposal process and promptly flow any changes to material pricing and develop a strategy to get representative costs.
  • Supervise and/or act as team lead over one or more Material Control Analysts that act as the tactical material management leads.
  • Develop and execute material program plans (together with purchasing managers), and subcontract management plans (together with subcontract managers and/or subcontract program managers).
  • Develop and maintain risk & opportunity plans to meet program objectives.
  • Balance strategic thinking with tactical application of strategies to programs.
  • Work closely with Engineering, Quality and Operations to create common schedule based on Material Requirements Planning (MRP).
  • Work with SC and program / proposal management to determine staffing requirements and align staff as required to support programs, new business activities, or other operations.
  • Monitor performance metrics and proactively act to address program and functional issues.
  • Ensure all SCM actions are performed within regulations and approved procurement system is maintained.
  • Ensure that Supply Chain input to proposals, programs, and other operations are compliant with regulatory requirements and conducted in accordance with Ball Aerospace best practices.
  • Partner with program office, finance and contracts to develop and maintain material forecast, provide material status input to program EACs, and perform Earned Value Management reporting, as required.
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Support Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.

  • A working knowledge of standard tools, KPIs and processes required to support and measure the productivity, value-add and overall performance of the Supply Chain organization in support of a program.
  • Program and/or functional experience managing material (Buyer, Planner, Material manager, Supplier Quality, etc.).
  • Ability to convert business area and customer requirements into executable strategies.
  • Ability to collaborate with Engineering, Subcontract Management and mission assurance to develop clear supplier statements of work (SOW).
  • Demonstrated ability to lead through influence; Ability to effect positive results in a highly matrixed environment.
  • Ability to use Microsoft Office (Word, Excel, PowerPoint and MS Project) to generate reports, executive level briefings and generally support job performance.
  • Excellent interpersonal and organization skills.

Desired Experience:

  • Ability to Travel 10-25% of the time (domestically).
  • Demonstrated technical aptitude; Technical experience and/or degree preferred
  • Majority of career spent in Aerospace & Defense Supply Chain organization; 25% or more of career with Tier 1 Defense Contractor (i.e. Raytheon, Lockheed Martin, Northrup Grumman, etc.) preferred.
  • Recognized, formal industry certification in one or more of the following: Program Management, Contract Management and/or Supply Chain Management preferred.
  • Continuous improvement, black belt or other similar training / certification preferred.
  • Demonstrated track record of success driving win-win supplier negotiations preferred.
  • Working knowledge and ability to use Microsoft Project preferred.
  • Technical knowledge of Space or Tactical related hardware as well as knowledge of operational and manufacturing processes (assembly, integration, and test) preferred.
  • Working knowledge of US Government acquisition laws and regulations preferred.
  • Demonstrated understanding of DoD / NASA required business systems, process controls, and procedures preferred.

We are currently looking for a Supply Chain Specialist to develop, maintain and enhance the Operations product production plans and procure the required raw materials/reagent formulations/filled products/finished goods from internal Manufacturing to ensure approved inventory targets and service levels are achieved. This position will lead supply chain planning operations for several locations and departments within the organization, including supporting a laboratory environment. Level commensurate with experience.

 

Key Job Responsibilities:

  • Maintain accuracy of all planning and purchasing master data for assigned products to ensure valid and accurate MRP output. Maintain the inventory level of purchased materials and revise product masters as changes in usage or supply occur.
  • Coordinate and consolidate all product and material demand sources to effectively build a Master Production Schedule in line with production capacity.
  • Effectively communicate requirements and schedule activities to effectively utilize available resources across multiple work centers.
  • Coordinate cycle counting activities and process improvements to achieve a high-count accuracy.
  • Monitor inventory and replenishment levels to achieve inventory targets, production mix flexibility and minimize excess and obsolescence.
  • Create, issue, and maintain purchase orders for assigned products. Work with suppliers, manufacturing, logistics, and accounts payable to resolve shipment and invoice discrepancies in a timely manner.
  • Review and provide inputs on master supply agreement and ensure adherence to its terms and conditions.
  • Hold regular meetings with external and internal suppliers to discuss latest forecast or delivery plans/shipment schedules, supply delay or risks.
  • Participate and/or serve as Supply Chain representative on assigned company projects. Leads and participates in departmental or cross functional process improvement programs.

 

Qualifications:

Education

Bachelor’s Degree – major in business, engineering, supply chain, or science is preferred. Equivalent work experience will be considered.

Skills and experience

 

4 years of experience in ERP, Supply Chain Planning System software experience with Buyer/Planner, Production Planning and Master Planning roles in manufacturing or operations required.

Demonstrated ability to create solutions for multi-mode manufacturing and planning processes

Leverage underlying product/process knowledge to quickly assess changes, understand implications and determine solutions

Under very general supervision, supports manufacturing by functioning as a resource for integration, planning and maintenance management of manufacturing, finished goods inventories and service support.

 

ESSENTIAL DUTIES

  • Sets priorities independently and accomplishes objectives in the support of manufacturing operations through activities such as integration and maintenance of raw material, planning spares and equipment builds to maintain adequate inventories, monitoring of work in progress, management of finished goods inventories, and provision of ongoing and varied assistance to manufacturing and field service.
